I sent a tape to a station with a posted position. The day I mailed the tape, the current ND resigned. Do I send a new, updated tape to the newly hired ND?

sure, I would.
although the new ND will likely have 187 more important things to do than look at tapes for a while.

Why not? If you're interested in the station, a tape with the new NDs name on it can't hurt any.

I once sent a tape to an ND, and I guess he like it, but not enough to call.
he leaves and months later the new ND goes through the tapes the old ND still had sitting there and called me.
